Chair Utt called the meeting to order at 10:03 AM.

New Business:

Chair Utt asked if there are any directives from the RSA regarding by-laws. Preda responded that the Rehab Act, Title VII was used as a guide when the by-laws were last revised. She also suggested that we look at the Code of Virginia.

Discussion of the by- laws and a lengthy discussion about some possible changes ensued, including:

• terms of officers
• attendance - what constitutes an excused versus unexcused absence.
• FOIA requirements
• Accommodations and the use of electronic meetings
• Committee structure
• Discussion about when and what offices people can serve on.


Utt instructed the Committee to review the by-laws and send any suggestions/comments to Jeter, in time to compile for the next meeting.

The proposed by laws will be presented to the Council at the October meeting. They need to be ready by the targeted date of January, 2011, and implemented.

Discussion about whether by-laws should be procedural or policy guidelines.

MOTION: made to adjourn the meeting at 10:50 AM (Ward-Solomon/Greer). Motion passed.
