Meeting called to order at 12:10 pm
The Sub Group worked on the development of a plan for conducting community focus groups to gather data regarding IL in Virginia related to unserved and underserved communities.
The team accomplished the following task:
Developed project purpose and focus
1. Decided to keep a geographic focus on unserved and underserved
2. Developed a purpose statement
a. Support efforts to expand the network of centers for IL and outreach to unserved/ underserved populations by identifying local conditions that impact the provision of IL services for Pwds in underserved and unserved geographic regions and how they can be addressed in the plan developed under goal 1 obi 2
Identified questions to be answered through the focus group process
1. What community or regional issue support or block development of IL center
2. Are IL needs currently met? If so how? What gaps exist?
What IL services do you need
1 How are you addressing unmet IL needs
2 What IL services are u currently accessing
3. Is there community support for development of IL centers/services? Are there grassroots groups who currently support development of IL Services? If so what is readiness level (i.e. VACIL criteria)
4. Outreach strategies that can be implemented for serving your community
5. What IL needs and priorities exist in the community
6. Do service needs of these populations match components outlined in the current state plan?
Identified participant groups
Consumers ( non CIL and non government employees, must be 90 %)
Include diverse disability and minority populations
Youth (18-29)
Minority ( African American, Latino/ Hispanic, Asian pacific islander)
Various disabilities such as cognitive, physical, sensory,
2. Parents of persons of children with disabilites
Approved an overall timeline
1. Finalize plan ( due Dec 15, 2008)
2. Complete all group august 2009
3. Report October 2009
Selected a pilot location to test process and questions
Northern Neck and Middle Peninsula to be completed before January meeting
Group members will complete the following assignments all due by December 5, 2008:
DuBois will identify locations and timelines for additional focus groups
Dixon will develop a draft letter to be distributed to disability stakeholders in each locality to recruit participants
Shakelford will follow up with groups in Middle Peninsula (satellite consumer group) and Northern Neck (Consumer Support group facilitated by past SILC member Doug Small)
Staff Kriner will draft facilitation outline w/ questions and recommended process
Next meeting of the sub group will be scheduled on January 21 before committee meetings
